Well, my guess is that that may be more about telling "dumb" adults to stay off of the step (who when it broke under them would, of course, sue!) than an indictment of children. Just a guess.
I can believe that warning sign on the scale. I have a 12 year old who just passed 100 pounds and is 5'5" tall. My sister has a son the same age, is a tad shorter and weighs over 200 pounds.
