Buy two pairs of boots and four bandannas. String a bandanna through the pull up tab on the back of the boot or poke a hole in the back. Tie the ends of the bandanna in a square not and use that as the "ribbon" to hang the boots. Leaning on the wall beside the hooks you could put a old fashioned horse on a stick thing (sorry I don't know what they are called)- the one you can pretend to ride around on while holding the stick. Obviously this is something he would have to grow into, as well as the cowboy dress up clothes.
